In addition to approval and maintenance of the personnel ordinance, the Board of Commissioners shall be responsible for establishing:
(A) The compensation plan which provides for minimum and maximum pay rates for positions subject to this chapter.
(B) The hours and days of work, holidays, leave and other matters pertaining to the conditions of employment.
(C) The parameters of the benefits and merit programs.
