§ 30.002 APPLICABILITY.
   The County Manager shall appoint subordinate officers, agents and employees for the general administration of county affairs, the positions and compensation for whom have been established by the Board of County Commissioners, except such officers, agents and employees as are required to be elected by popular vote or whose appointment is otherwise provided for by law.
