§ 154.47 CONSTRUCTION PROCEDURES.
   (A)   Plan approval. No construction or installation of improvements shall commence in a proposed subdivision until the preliminary plans and specifications have been approved by the Planning Board. Clearing underbrush and draining surface and subsurface water is not included.
   (B)   Access. The administrator of these regulations shall have access to premises and structures during reasonable hours to make those inspections as deemed necessary by him or her to ensure compliance with these regulations.
   (C)   Inspection. The subdivider, prior to starting any work within the subdivision, shall make arrangements with the administrator of these regulations to provide for adequate inspection. All completed work must then be inspected and approved before release of the sureties.
   (D)   Erosion control. The subdivider shall cause all grading, excavations, open cuts, side slopes, and other land surface disturbances to be so mulched, seeded, sodded, or otherwise protected by plans approved under the Sedimentation Pollution Control Act of 1973, G.S. §§ 113A-50 through 113A-60, and subsequent amendments.
   (E)   Water supply specifications. All public water systems under the jurisdiction of these regulations shall be built to the specifications of the county unless the system is tied into a municipal system.
