The county recognizes that it is primarily the function of appropriate federal and state agencies to monitor the transportation, treatment, and disposal of hazardous waste and waste and soil containing hydrocarbons. However, the county recognizes that such agencies are frequently understaffed and underfunded. One purpose of this chapter is, therefore, to supplement and complement the activities of federal and state agencies in the areas covered by this chapter.
