The Inspection Department shall be responsible for the enforcement of any ordinances or codes adopted by the Board of County Commissioners relating to the repair, closing, and demolition of dwellings unfit for human habitation, pursuant to G.S. Chapter 160A, Article 19, Part 6.

(A) No permit for alteration, repair, or construction of any building or structure shall be issued unless the plans and specifications show that the building or structure, and its proposed use, will be in compliance with applicable provisions of the Zoning Chapter.
(B) No permit for alteration, repair, or construction of any building or structure shall be issued until a zoning permit has first been issued by the appropriate official charged with enforcement of the Zoning Chapter.

Whenever a violation is denominated a misdemeanor under the provisions of this chapter, the county, either in addition to or in lieu of other remedies, may initiate appropriate action or proceedings to prevent, restrain, correct, or abate the violation or to prevent the occupancy of the building involved.

In addition to the duties set out herein, the Inspection Department shall have the duty of administering and enforcing the provisions of the county insulation regulations as set forth in the county code.

(A) A penalty of no more than 10% of the cost of the building permit shall be assessed upon failure to obtain a building permit; provided, however, that such remedy shall be in addition to other remedies or penalties herein provided.
(B) If any person shall violate this chapter or any of the provisions hereof, such person shall be guilty of a misdemeanor and shall be fined not more than $50 or imprisoned for not more than 30 days as by law provided.
(C) Further, a violation of the above section of this code shall be a violation of G.S. § 14-4 and such violation shall be classified as a Class 3 misdemeanor with a maximum fine of up to $450, except that any violations of §§ 150.999, 154.99, 155.999, and 156.999 shall not be a violation of G.S. § 14-4 and shall not be considered a misdemeanor.
