§ 52.060 ATTACHMENT, GARNISHMENT, AND LIENS FOR COUNTY WATER AND SEWER SERVICE.
   (A)   A fee charged by the county for water or sewer services and remaining unpaid for a period of 90 days may be collected in any manner by which delinquent personal or real property taxes can be collected.
   (B)   The delinquent fees shall be a lien on real property from the time of filing in the office of the Clerk of Superior Court a statement containing the name and address of the person against whom the lien is claimed, that the county is claiming the lien, the specific service provided, the amount of the unpaid charge for that service, and the date and place of furnishing that service.
   (C)   The lien shall not be valid unless filed within 180 days of the failure to pay for the service.
   (D)   An individual may appeal the filing of a lien on real property by filing a written request for a hearing with the county, Attention: Debt Setoff Officer, 123 South Main Street, Mocksville, NC 27028
