§ 52.027 TAMPERING WITH METERS AND STOPCOCKS.
   No person, except a duly authorized employee of the county, shall turn the stopcock installed in each meter box, nor shall any person construct or have constructed any bypass around any meter except as may be installed and sealed by the county. The fact that water is cut onto any premises by an occupant thereof without the knowledge of either the county or the owner shall not relieve such occupant of liability for such unauthorized use of water.
