All meters, boxes, pipes, and other equipment furnished and installed by the county in a water or sewer connection shall remain the property of the county. If, after an installation is completed, the property owner requests that a meter be changed in size and this request is approved by the county, the property owner shall pay for the change as though it were a new connection and shall pay the difference of the cost of meters in the original and new installation according to the then current price of the two meters.
