(A) The cost of operation, maintenance, and debt service of the designated facility shall be recovered by fees as set forth in regulations duly adopted by the county.
(B) All solid waste disposed of pursuant to this chapter shall be weighed upon arrival at the designated facility and a tipping fee shall be charged based upon the weight. Unless prior arrangements have been made with the county for periodic billing, all tipping fees must be paid at the time of delivery to the landfill. Regular billing will be accomplished in a manner as authorized by the county.
