§ 91.02 INTENTS.
   (A)   It is the intent of this chapter to prescribe regulations consistent with nationally recognized good practice for the safeguarding of life and property within the jurisdiction of the county from the hazards of fire and explosion arising from the storage, handling, and use of hazardous substances, materials and devices, and from hazardous conditions in the use or occupancy of buildings or premises.
   (B)   This chapter shall be deemed an exercise of the police power of the county for the preservation and protection of the public health, safety, and welfare and for enforcement of the North Carolina State Building Code: Fire Code.
   (C)   This chapter shall not be construed to hold the county responsible for any damage to persons or property by reason of the inspection or re-inspection authorized in this chapter or failure to inspect or re-inspect or the permits issued or denied as provided in this chapter or by reason of the approval or disapproval of any equipment authorized herein.
   (D)   Nothing in this chapter shall be construed to conflict with the provisions of the North Carolina General Statutes pertaining to fire prevention; in the event of an ambiguity between this chapter and a provision of the statutes, the latter shall prevail.
   (E)   This chapter shall be known as the “Fire, Rescue and Protection Code of Davie County, North Carolina”.
   (F)   The services covered under this chapter include fire, rescue and first responder services. All references hereinafter made in this chapter to fire and rescue protection services shall also include first responder services.
