§ 31.12 EXERCISE OF POWERS IN ABSENCE OR DISABILITY OF CHAIRPERSON.
   In case of the absence or disability of the Chairperson, the Vice-Chairperson of the Board of Commissioners and after that followed by the County Commissioners in succession based on their longevity in office, shall have and exercise all of the powers herein given the Chairperson.
