§ 96.17 STANDARDS FOR COMMUNICATIONS.
   (A)   Each ambulance shall be equipped with a North Carolina VIPER compatible two-way radio (https://www.ncdps.gov/media/6752/open) capable of establishing good quality voice communications from within the geographical confines of the county and able to communicate with each hospital emergency department in the county in which the county EMS transports to as well as compatible with all hospital emergency departments to which transportation of patients is made on a regular basis anywhere within the state.
   (B)   Each ambulance provider shall maintain current agreements, authorizations or Federal Communications Commission licenses for all frequencies and radio transmitters operated by the provider if other than the county paging frequencies and the North Carolina VIPER radio system. Copies of all agreements, authorizations and licenses shall be on display or available for inspection per Federal Communications Commission's rules and regulations.
   (C)   Each base of operations of a franchisee shall have at least one open telephone line. Telephone numbers must be provided to the Davidson County EMS and the Davidson County Communications Center.
   (D)   Each franchisee shall make provision for call intake and dispatch of its respective units and shall supply personnel with equipment compatible with Davidson County's paging system for notification of dispatched calls.
   (E)   Each franchisee shall make dispatch and communication records available and comply with requests for records in accordance to state and county policy.
   (F)   All radio programming shall be done by the Davidson County radio shop at the current rate charged by the shop.
