The following standards and requirements are intended to protect the health, welfare, and safety of those attending mass gatherings and of other persons who may be affected by mass gatherings. In applying these standards and requirements to a particular mass gathering, the County Manager is hereby authorized to apply more rigid or less rigid standards and requirements as called for by the specific characteristics of the gathering based upon generally recognized public health principles and practices.
