Every operator of a drive-in restaurant, drive-in theater or other business establishment which serves food or beverages for consumption on the premises, either out-of-doors or in an automobile, shall provide suitable receptacles on the premises, out-of-doors, for the disposal of bottles, cans, cups, napkins and other disposable items in, on or with which food or beverages are served and shall maintain their premises free of litter. Regardless of whether such receptacles are provided or not, it shall be unlawful for any person to throw, place, deposit, leave, or cause to be thrown, placed, deposited or left, any litter of any kind upon the premises, out-of-doors, of any such drive-in restaurant, drive-in theater or other business establishment.
