No person shall overhaul, molest or interfere with the contents of any litter receptacle set out for removal by authorized collectors, unless permission has been given by the property owner. Nor shall any person overhaul, molest or interfere with the contents of any litter receptacle of the county or of any contents at the landfill site unless permission has been given by the County Manager.
