No person shall place, deposit or cause to be placed, deposited or left any litter in or upon any public roadway, lane, alley, drive, bridge, overpass, underpass, culvert, branch or catch basin, or upon any grounds, walk, path, or drive appurtenant to any public building, park, recreation area or facility, or in or about any public swimming pool or facility, or upon any private property or railroad right-of- way, or other public place or into any occupied premises within the county except in public receptacles, in authorized private receptacles for collection, in official county landfills or collection boxes.
