The county shall not be liable or responsible to anyone because of fire, theft, damage, loss or injury to any vehicle or any article of personal property on county property nor for any personal injury occurring on county property. Neither the county nor any of its agents nor law enforcement personnel shall be held to answer in a civil lawsuit or criminal action to any owner or any other person for any costs, expense or damage resulting from the towing, removal and storage of any vehicle pursuant to this chapter.
