A vehicle parked in violation of this chapter or which is an abandoned vehicle may be removed from the county property by the county through its Director of Public Buildings or his designee. Any law enforcement officer who shall observe or have reasonably reliable information that a vehicle is an abandoned vehicle or is parked in violation of this chapter is hereby authorized to have such vehicle removed from the county property and is authorized to have any towing service to remove the vehicle. The vehicle shall be removed to a storage area or garage designated by the County Manager. After a vehicle is removed, the owner shall pay to the county, as a condition of regaining possession and release of the vehicle, all reasonable costs incidental to the removal, towing and storage of the vehicle and any civil fine or penalty due for the violation. Any and all expense for such removal, towing, and resulting storage charges and civil fine shall become a possessory lien on the vehicle.
