This chapter shall apply to all vehicles parked on county property. This chapter shall also apply to government owned vehicles and persons operating government owned vehicles parked on county property. All removal, towing and storage costs incidental to the removal of a vehicle owned by any government and the penalty for each day of violation and civil penalty incidental to a violation involving a government owned vehicle shall be paid by the vehicle operator who caused the violation.
