If a user demonstrates, to the satisfaction of the Director, that all of the user’s metered water was not returned to the county sewer system, then the user’s sewer service charges may be calculated on that quantity of water returned to the sewer system. The County Public Works Office shall calculate sewer service charges and authorize applicable credits. This section shall not be construed to authorize successive credits to a user for irrigation, filling of swimming pools and hot tubs, or other uses for which a separate water service meter may be obtained to isolate domestic water from non-sewered uses.
