For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ADMINISTRATIVE COSTS. The costs of operating the sewer system not attributable to flow volume or electrical costs for pumping wastewater.
BOD or BIOCHEMICAL OXYGEN DEMAND. The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedures in five days at 20°C, expressed in milligrams per liter (mg/l).
ELECTRICAL SERVICE SURCHARGE. A charge to users of shared pumping units to recover the utility costs to such pumping units.
GRAVITY SERVICE LINE. A pipe or conduit for collecting and transporting sewage from one or more septic tanks to a pumping station.
INDUSTRIAL WASTES. The liquid wastes from industrial manufacturing processes, trade or business as distinct from sanitary sewage.
MAY. It is permissive.
NONRESIDENTIAL USERS. Any structure connected to the sewer system of which the primary use is not as a private residence.
NORMAL STRENGTH SEWAGE. Sewage that has a five-day biochemical oxygen demand (BOD) concentration of 200 milligrams per liter and a suspended solids (SS) concentration of 200 milligrams per liter.
ON-SITE SEWER. The portion of the public sewer that is generally located on private property, including, but not limited to, septic tanks, gravity service lines to an effluent pumping station, effluent pumping stations, pressure service lines to a pressure sewer main and all the appurtenances thereof.
PERSON. Any individual, firm, company, association, society, corporation or group.
PRESSURE SERVICE LINE. A pipe or conduit for transporting sewage under pressure from a single pumping station.
PRESSURE SEWER MAIN. A pipe or conduit for collecting and transporting sewage under pressure from multiple pumping stations.
PUBLIC SEWER. The septic tank effluent pumping (STEP) sewer system of the town, including, but not limited to, on-site septic tanks, gravity service lines to an effluent pumping station, effluent pumping stations, pressure service lines to a pressure sewer main, pressure sewer mains and all the appurtenances thereof.
SEPTIC TANK EFFLUENT PUMPING (STEP) SEWER SYSTEM. A sanitary sewer system for the collection and transportation of sewage that pumps the effluent from septic tanks through a network of pipes to a point of disposal.
SEWAGE. A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with such groundwater, surface water and stormwater as may be present.
SEWAGE WORKS. All facilities for collecting, pumping, treating and disposing of sewage.
SEWER. A pipe or conduit for carrying sewage.
SHALL. It is mandatory.
SUSPENDED SOLIDS. Solids that either float on the surface of, or are in suspension in, water, sewage or other liquids, and which are removable by laboratory filtering.
TOWN. The Town of Darmstadt, Indiana.
USER. Any person or persons and any establishment of any kind discharging or causing the discharge of wastewater into the sewer system of the town.
USER CHARGE. The charge per 1,000 gallons of wastewater discharged to the sewer system to recover the operation and maintenance costs (including replacement) of the system associated with the transportation and treatment of wastewater.
