The Sewage Works Board shall be the governing body of the Department of Sewage Works and shall consist of the duly elected or appointed members of the Town Council, which Board shall have the duties and responsibilities of making all decisions relating to the ownership, operation and management of the sewage works. The Sewage Works Board is hereby empowered to hire employees as it shall deem necessary and convenient to the operation and maintenance of the sewage works system, including but not limited to a Superintendent of Sewage Works, bookkeeper or controller, meter reader, attorney, accountants, engineers, maintenance personnel and independent contractors or other persons, firms or cooperations that shall be necessary to the rendering of adequate sewage disposal service to the town and its environs.
