§ 50.29  LIABILITY FOR SERVICE CHARGES.
   (A)   (1)   Upon acceptance of an electrical service request by the utility and payment of a meter and/or service deposit by the land owner, a contract for service shall exist between the land owner and utility, and the land owner shall be responsible for payment for all electrical service through that meter or to that property.
      (2)   Upon request by the property owner and occupant/tenant of the premises, an additional contract for service may be made with and billing may be rendered to the occupant/tenant of the property; however, this shall not relieve the property owner or the owner’s service deposit from liability for billing and charges related to service to that property; and
   (B)   Previous customers who have moved from the utility’s service area and who have a delinquent service billing shall be required to remit the total amount of the delinquency and to make an additional deposit if and when that customer returns to the utility’s service area.
