§ 50.26  REASONABLE RETURN ON INVESTMENT.
   Rates and charges to be made to the consumers of the electric utility shall be rates and charges as are sufficient to include a reasonable return on the utility plant of the municipality and sufficient to compensate the town for the taxes due the town which would be paid on the utility property were it privately owned.
