When the service shall be turned off for non-payment of bills or otherwise discontinued under authority of § 50.21 above, or for any reason beyond the control of the utility, and a reestablishment of service shall be required and requested by the customer more often than once in a 12-month period, a charge of $60 will be made by the utility to cover a part of the cost of discontinuance and reestablishment of service.
