Notwithstanding § 32.16, each person making or endorsing and delivering an unpaid check to the town shall be immediately liable to pay to the town the sum of $30 as a fee for collection, together with the town’s reasonable costs of collecting of the fee, as well as a check itself and reasonable attorney fees.
