For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
UNPAID CHECK. Any check or promissory note made payable to or endorsed and delivered to the town or any public utility or agency of the town, for payment of any debt due the town or for receipt of cash to the maker or last endorser or a combination of the foregoing, which check shall be returned to the town or otherwise not paid to the town by the bank or other institution on which it is written.
