(A) The Commission may adopt by-laws, rules and regulations that it considers necessary for the function of its duties. Regular or special meetings shall be held at times and upon notice fixed by the Commission, either by resolution or in accordance with the by-laws, rules, regulations or applicable state or federal law.
(B) A majority of the members of the Commission constitutes a quorum, and all actions of the Commission must be approved by a majority of the members of the Commission; further that, the records of the Commission are public records.
