The Board shall consist of 5 members (4 by Town Council and 1 by the Darlington Library Board), but at no time shall more than 2 members thereof be of the same political party. Members to the Board shall be appointed by the Town Council President. In making the appointments to the Board, the President shall select the members on the basis of their interest in and knowledge of parks and recreation. Upon the initial appointment of members to this Board, the term of the members so appointed shall be 1, 2, 3 and 4 years, the President determining which member shall serve which term. Thereafter, as a term expires, each new appointment shall be for a 4-year term. All terms shall expire on the first Monday in January, but an appointee shall continue in office until his or her successor is appointed.
