Promotional expenditures of the following sort are hereby authorized for budgeting, appropriation from the general fund and payment by the town upon proper presentation to the Clerk-Treasurer and Council as for any other lawful claim:
(A) Rental of meeting places, meals, decorations, memorabilia, awards and expenses incurred in promoting industrial, commercial and residential development;
(B) Expenses incurred in developing relations with other units of government; and
(C) Any other expenses of a civic or governmental nature deemed by the Town Council to be in the best interest of the town.
