(A) The Council shall prepare printed forms and require all applicants applying for designation of real estate as an ERA to use the forms in making application for the designation.
(B) The Council shall consider the following items in the maintenance and preparation of the forms:
(1) Proposed use of real estate;
(2) Proposed type and cost of buildings and equipment, if improvements are proposed;
(3) Proposed operation and number of jobs to be created;
(4) Real estate description; and
(5) Proposed development of the real estate, if improvements and/or buildings are not immediately contemplated.
