(A) Each applicant to have an area designated as an ERA shall pay a fee to the Clerk-Treasurer, which fee shall remain the property of the town, whether or not the area shall ultimately be designated an ERA and shall be as follows:

$ 150 | $ 25,001 – 75,000 |
$ 300 | $ 75,001 – 500,000 |
$ 500 | $ 500,001 and over |
(B) In no event shall the fee owing and to be paid by any applicant be less than the actual cost to the town of processing the application, including the giving of any published or personally served notices and conducting of hearings.
