For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning. As a further limitation upon the statutory definition of Economic Revitalization Area:
ECONOMIC REVITALIZATION AREA (ERA). Only an area or a facility involved in the business of manufacturing and selling a product but specifically excludes an area or facility engaged primarily in rendering personal services, selling at wholesale or retail or otherwise being a commercial venture, rather than an industrial facility.
