That the following entities, by reason of their charitable nature are hereby excluded from the provisions of this chapter, to wit: Any established church in Montgomery County, Indiana; any organization that is a part of or under the jurisdiction of the North Montgomery Community School Corporation; any established charitable club or fraternal organization of the town; Boy Scouts of America; Girl Scouts of America or any other true charitable organization that shall make application for exemption from this chapter to the Town Council and provided the Council shall issue its resolution exempting the organization.
