Upon receipt of each application, it shall remain on file for 7 days and shall be referred to the Town Marshal, who shall immediately institute the investigation of the applicant's business and moral character as he or she deems necessary for the protection of the public good. If as a result of the investigation the applicant's character or business responsibility is found to be unsatisfactory, the application shall be disapproved and no license shall be issued.
