The Building Safety Commissioner, as chief administrative officer of the Department of Building Safety, who shall be appointed by and serve at the will and pleasure of the Town Council, shall be authorized to administer and to proceed under the provisions of the law in ordering the repair or removal of any buildings found to be unsafe as specified therein or as specified hereafter.
