No vehicle shall be parked on a public way, except as herein prescribed, to wit: The vehicle shall be parked only upon the right side of the street as designated by the direction of travel of the vehicle in its parked position, the curb side wheels of the vehicle to be not more than 12 inches from the right hand curb.
