The board of county commissioners of Dare County may, in its discretion, apply for and participate in such matching fund programs, which may from time to time become available through agencies of the state or the United States. The said board of commissioners may expend any of the funds provided for under this act for the purpose of providing Dare County’s part for any waterway project which has been or may be hereafter approved by the state or federal government or any agency thereof.
