This chapter shall apply uniformly throughout the county and all areas lying outside the municipal boundaries of any incorporated city or town in the county; provided, that any city or incorporated municipality desiring to adopt the provisions of this chapter may, by ordinance, elect to make the provisions of this chapter applicable in the incorporated municipality, in which case the officials and employees of the county are hereby authorized to carry out the provisions of this chapter within the incorporated municipality.
