There is hereby established a uniform street address system by which all vacant parcels, lots and tracts of land fronting on all streets, avenues and public or private rights-of-way in the county and all houses and other buildings shall be numbered. The Board of Commissioners shall cause a survey of vacant property and principal structures to be made and completed, and a street address assigned to each.
