§ 97.03 POWERS AND DUTIES OF THE ENFORCING BODY.
   (A)   Powers of the Sheriff. In order to implement and enforce this chapter effectively, the Sheriff of the county or his or her deputies shall have, in addition to any other authority vested in him or her, the power to conduct inspections:
      (1)   Upon presentation of credentials, enter and inspect any private property or place, and inspect any report or records at any reasonable time when granted permission by the owner, or by some other person with apparent authority to act for the owner. When permission is refused or cannot be obtained, a search warrant or other court order may be sought by the officer from a court of competent jurisdiction upon showing of probable cause to believe that a violation of this chapter may exist.
      (2)   Stop any motor vehicle, motorcycle or motorboat operated on a public right-of-way, public space, or public waterway reasonably suspected of violating any provision of this chapter, and reasonably test and inspect the same at the site to determine whether a violation of this chapter has occurred.
   (B)   Duties of the Sheriff. In order to implement and enforce this chapter effectively, the Sheriff or his or her deputies shall investigate and pursue possible violations of this chapter.
