It is hereby declared to be the policy of the Board of Commissioners to prevent unreasonably loud, disturbing or unusually excessive noise. It is the intention of the Board of Commissioners to maintain a low noise level within the county so as to preserve, protect and promote the public health, safety and welfare and to foster convenience, peace and quiet within the county for its inhabitants and transients alike. The Board of Commissioners finds that every person is entitled to have noise levels maintained which are not detrimental for life, health, and enjoyment of property and that unusually excessive and unreasonable noise within the county affects and is a menace to the public health, safety and welfare and the comfort of the people of the county.
