(A) Upon certification of need by the Dare County Department of Social Services and with the concurrence of the County Manager, a property owner will be allowed to become a customer of the Dare County Water System upon immediate payment of the required deposit fee. Impact and connection fees can be financed over a 5-year period at 5% interest. The financed payments will be included in the quarterly water bill until paid.
(B) All other rules and regulations of the Dare County Water System will apply.
