A statement of the cost of removing, abating or remedying the public nuisance shall be mailed to the person in default or shall be personally served to the person in default. This expense shall be within 10 days of receipt of the statement. If not paid, the expense of the action shall be a lien upon the land or premises where the public health nuisance existed.
