In the event the person in default requests a hearing, the Board of Commissioners shall be notified and the Board shall establish a date for a hearing to be held before the entire Board. The person in default shall be notified of the hearing date in writing. At the hearing, the Board shall determine whether an actual public health nuisance exists.
