Sec. 4. Procedure and Results of Election.

The election shall be conducted in accordance with Chapter 163 of the General Statutes. The board of elections of a county shall determine and declare the results of said election and certify the same to the board of county commissioners of a county and the same shall thereupon be spread upon the minutes of the said board.
