Sec. 4. Public hearing.

Before adopting any resolution under Part 4 of Article 4 of Chapter 153A of the General Statutes, or taking any action under G.S. 153A-22, a county board of commissioners shall hold a public hearing on that resolution, and shall publish notice of the hearing at least 10 days before it is held.
