It shall be unlawful for any person other than a collector employed or licensed by the City, or the owner, occupant, tenant, or person in rightful possession of the premises to deposit or remove any article in or from a City Toter or Other Toter, displace a City Toter or Other Toter, or damage, deface, destroy, uncover, or in any manner disturb such toter or any of its contents.
