It is recognized that the degree of erosion and sediment control required by this chapter is considered reasonable for regulatory purposes and is based on scientific and engineering considerations. However, on occasion, greater rain amounts will occur and will result in greater erosion and sediment producing activity. These provisions shall not create liability on the part of the City of Danville nor any officer or employee thereof for any damages that result from reliance on this chapter or any administrative decision lawfully made thereunder.
