§ 158.01 SPECIAL SERVICE AREA NUMBER ONE ESTABLISHED.
   (A)    A special service area to be known and designated as "City of Danville Special Service Area Number One" is hereby established and shall consist of the following described territory:
   Beginning where the center line of East Main Street intersects the center line of North Hazel Street; thence north along the center line of North Hazel Street to a point where it intersects the center line of East Harrison Street; thence west along the center line of East Harrison Street to a point where it intersects the center line of North Vermilion Street; thence north along the center line of North Vermilion Street to a point where the center line of a public alley, as extended, intersects with the center line of said North Vermilion Street, said public alley lying between Lots 3 and 4 in Block 6 North, Range 1 West in E. A. and A. S. Williams' Addition to Danville, on the north, and Lots 5 and 6 in Block 6 North, Range 1 West in said Addition on the south, and proceeding west along said center line to a point where said alley's center line extended intersects the center line of North Walnut Street; thence south along the center line of said North Walnut Street to a point where it intersects the center line of West North Street; thence west along the center line of said West North Street to a point where it intersects the center line, as extended, of a public alley lying between Lots 1, 4, 5 and 8 of Block 2 North, Range 2 West of the Public Square in the Original Town of Danville and Lots 1, 4, and 6 of Block 1 North, Range 2 West of the Public Square of said Town on the east and Lots 2, 3, 7 and 8 in Block 2 North, Range 2 West in Williams and Probst's Addition to the City of Danville and Lots 2, 3, and 7 in Block l North, Range 2 West in A. Williams' Addition to the City of Danville on the west; thence south along the center line of said alley to a point where said center line intersects the center line of West Main Street; thence east along said center line of West Main Street to a point where said center line intersects the center line of Walnut Street; thence south and southeasterly along the center line of South Walnut Street as it exists on June 15, 1982 to the point where such center line intersects the center line of South Street as it exists on June 15, 1982; thence southeasterly and east along the center line of said South Street to a point which is directly south of the northeast corner of Lot 2, Block 1 South, Range 1 West of the Public Square in the Original Town of Danville (said point being further described as the intersection of the center line of South Street and the west line extended of the north-south public alley, as vacated, lying between Main Street and South Street and within Blocks 1 and 2 South, Range 1 West of the Public Square in the Original Town of Danville); thence northerly along the west line extended of said north-south public alley, as vacated, to a point which is 195 feet south of the south line of West Main Street; thence east 160 feet; thence north to the center line of West Main Street; thence east along the center line of West Main Street and East Main Street to the place of beginning; situated in the City of Danville, Vermilion County, Illinois.
The approximate street location is the area bounded by the center of North Hazel Street on the east, commencing at said street's center line's intersection with the center line of East Harrison Street and proceeding south along said North Hazel Street's center line to its intersection with the center line of East Main Street; thence west along the center line of East Main Street and West Main Street to a point where it intersects the east line extended of the Palmer-American National Bank property; thence generally south and west along the eastern boundary of the Palmer-American National Bank property, as extended, to the center line of South Street; thence west and north along the center line of South Street to its intersection with the center line of South Walnut Street; thence generally north along the center line of South Walnut Street to its intersection with the center line of West Main Street; thence west along said center line to the center line, as extended of the north-south alley lying between North Franklin Street and North Walnut Street; thence north along the center line of said north-south alley to its intersection with the center line of West North Street; thence east along said center line of West North Street to the center line of North Walnut Street; thence north along said North Walnut Street to the center line, as extended, of the first alley lying north of East Madison Street; thence east along the center line of said alley to the center line of North Vermilion Street; thence south along the center line of said North Vermilion Street to its intersection with the center line of East Harrison Street; thence east along the center line of East Harrison Street to the center line of North Hazel Street, the point of beginning; all located in the City of Danville, Vermilion County, Illinois.
   (B)    The city's Special Service Area Number One is established to provide special municipal services to the area in addition to services provided to the city generally. Included in those purposes shall be to provide for continuation and expansion of services which will be used to enhance the attractiveness of downtown Danville as a place in which to do business, thereby increasing the value of the properties and the collection of the sales tax, including, but not limited to, maintenance, promotions, advertising, extra security, capital improvements, physical improvements, improvement of street and ornamental lighting and landscaping. The city's Special Service Area Number One is also created so that there may be levied a special annual tax upon the property within the Special Service Area for the aforesaid purposes in an amount not more than 2% per annum of assessed valuation, as equalized. These taxes shall be in addition to all other taxes provided by law and shall be levied pursuant to the provisions of ILCS Ch. 35, Act 205, § 1 et seq. and amended.
